Thanks Dona Sole Angel for sending me this. It reflects the cost of gasoline available to each area as figured by the amount of fiat money the central bank prints as well as tax and regulation. The oil producers have the lowest cost because they can virtually suck the stuff almost for free from the ground under their feet. We unfortunately must pay these lucky ones with dollars that are constantly being debased through over printing by the Federal Reserve Board.
